Judy has led work in the modernisation of clinical and support services, the redesign of NHS workforce and the development of NHS facilities.

Judy has led health planning work in the development of significant Acute, Mental Health and Primary Care facilities. These projects include a Greenfield development of a Specialist and Critical Care Centre in South Wales through the Outline towards Full Business Cases stages; a whole Health Economy development of facility requirements for one Acute and several Community hospitals facilities in Birmingham; initial facility planning and output specifications for new acute hospital in North Bristol; a broad range of Mental Health service facilities for a single site in Middlesbrough; various NHS LIFT developments within East London. She has developed a number of business cases across a range of whole health economy, acute, community and primary care projects and organisations. These include the outline and full business case for Lichfield Community Hospital and the outline business case for the Cardiothoracic Centre at John Radcliffe NHS Trust.

She has led a national programme of workshops to Workforce Development Confederations and developed tools to facilitate NHS workforce redesign at local level.

Judy is a graduate of Aston University having gained a Masters in Public Sector Management. She has 25 years experience within the NHS as a clinician, General Manager, DOH Workforce Designer and Change Agent.
