Luke De LordLuke is a highly experienced managing consultant. He has undertaken a wide range of healthcare consultancy assignments in the UK and internationally. Prior to joining Finnamore, he led the Grant Thornton Project Finance Healthcare Team in the South of England, advising on major capital developments in the UK and abroad. He also has significant experience of working with a number of consulting organisations on major strategic reviews for the Department of Health.

As part of his role at Finnamore, Luke leads on commissioning development. In 2007, he project managed the development of the commissioning strategy for Hampshire PCT, the largest PCT in the country. The principles of this strategy are consistent with the approach adopted within World Class Commissioning. Luke is leading a corporate initiative for Finnamore, in conjunction with BUPA and The Health Works to offer a package of measures to assist PCTs in taking forward their understanding and application of the World Class Commissioning competencies.

Luke has substantial knowledge and understanding of the issues facing Foundation Trusts and FT applicants. He has worked with Monitor on the annual risk assessment of a number of FTs. He has developed IBPs for FT applicants, including Southampton University Hospital NHS Trust. He has also undertaken detailed assessment of a number of FT applications on behalf of the West Midlands SHA.

Luke has 20 years' experience of advising on NHS capital developments, including PPP/PFI in the NHS, Canada, Greece and Denmark. He has also advised on numerous LIFT projects including the North West, the Midlands and West and North West London. Luke was involved in the Central Advisory Team at Partnerships for Health dealing with national issues on LIFT. His financial and commercial advice covers both public and private sectors.

In addition, Luke has also advised a number of developers and investors on start up businesses in healthcare. Recent assignments include a new multi-specialty private hospital in London and a community based development in Kent.

Luke is a member of the Board of Directors at West Middlesex University Hospital NHS Trust where he holds the position of Non-Executive Director.

He is a member of the Institute of Business Consulting.
